The participation of Timor-Leste’s Delegation in the 68th General Assembly of the World Intellectual Property Organization (WIPO), as well as in the bilateral meetings held in Geneva, contributed to strengthening international cooperation and preparing for the implementation phase of the Industrial Property Code, which is currently in its final stages of consideration in the National Parliament.

Main Results

1. World Intellectual Property Organization (WIPO) – Meeting with Mr. Daren Tang, Director General of WIPO

• WIPO reaffirmed its commitment to continue supporting Timor-Leste in the implementation of the Industrial Property Code once the law enters into force.

• Support was agreed for the drafting of implementing regulations, administrative procedures, and technical training.

• Both parties committed to working together on the creation and operationalization of the Intellectual Property Office (IP Office).

• WIPO also confirmed its support for the implementation of the WIPO IPAS digital system, the development of human resource capacity, and the preparation of the National Intellectual Property Strategy (NIPS).

2. Ministry of Intellectual Property of the Republic of Korea (MOIP) – Meeting with Dr. Kim Yong Sun, Minister of Intellectual Property

• Timor-Leste and the Republic of Korea reaffirmed their strong cooperation in the field of intellectual property.

• They agreed to continue supporting technical training, human resource capacity development, experience exchange, and institutional strengthening to prepare for the implementation of the intellectual property system.

3. Ministry of Higher Education, Science, Technology and Innovation of Angola – Meeting with Minister Albano Vicente Lopes Ferreira

• Timor-Leste and Angola agreed to strengthen South-South cooperation through the exchange of experiences in the areas of innovation, science, technology, and intellectual property.
• The discussion also opened opportunities for future cooperation in the development of innovation and institutional capacity.

4. International Trade Centre (ITC) – Meeting with Executive Director Pamela Coke-Hamilton

• The ITC reaffirmed its continued support for trade and intellectual property reform in Timor-Leste.
• The ITC committed to supporting the private sector, including participation in regional and international events and exhibitions.
• Continued cooperation was agreed upon in the implementation of the Industrial Property Code, institutional strengthening, technical assistance, and capacity building through cooperation programs.

This mission was successful in strengthening relationships with strategic partners and securing international support for the implementation phase of the Industrial Property Code. The commitments made during the meetings will contribute to the creation of the National Institute of Industrial Property (INPI), the strengthening of institutional capacity, the digitization of intellectual property services, and the development of an effective intellectual property system that supports innovation, investment, and economic growth in Timor-Leste.
