The Program of the IX Constitutional Government attributes a relevant role to the Commerce and Industry sector in the economic and social development of the country.
The approval of the new organic structure of the Ministry of Commerce and Industry (MCI), through Decree-Law no 72/2023 of 14 September, implies the need to consecrate, through a Ministerial Diploma, a set of indispensable services and organic units. for the proper performance of the duties and powers of this Ministry. It is in this context that article 30, of the legal diploma mentioned above, states that the functional structure of the ministry is approved by the Minister, in the form of a ministerial diploma.
The configuration of the various services, incorporated in this Diploma, consecrates the proposal of the respective directors, and incorporates the suggestions and proposals presented by them.
The structure that has now been approved aims to constitute a less bureaucratic way of organizing and operating services, thus contributing to a better response to the needs of the sector 'e demands, internally, but also in its relationship to the outside world.
It is therefore envisaged that the MCI shall be equipped with organic functional mechanisms essential to its functioning, with the exception of the possibility, when there is a volume or increase in work warranted, to create Sections, which shall constitute if and when necessary, taking into account budgetary availability for this purpose and in consultation with the Public Service Commission, in accordance with established law.
