Daejeon, Republic of Korea, June 2025
A delegation from Timor-Leste is currently participating in a specialized training course on National Industrial Property (IP) Office Establishment and Management, held at the International Intellectual Property Training Institute (IIPTI) in Daejeon, Republic of Korea, from 16 to 20 June 2025.
Organized by World Intellectual Property Organization (WIPO) in collaboration with Korean Intellectual Property Office (KIPO), and collaboration with IIPTI, the training course is part of broader efforts to support Timor-Leste in building the institutional and technical foundations necessary for a functional and modern IP system. The program is tailored to assist Timor-Leste in the early stages of establishing its own National IP Office, with a focus on policy development, administrative structures, digital systems, and international cooperation mechanisms.
The Timorese delegation includes officials from the Ministry of Commerce and Industry (MCI) responsible for Industrial Property systems installation (according to the minister directive No: 79/MCI/IV/2025). Through the training, participants are gaining valuable insights into Koreaโs IP infrastructure, legal frameworks, automation systems, and best practices in office management and public service delivery.
Speaking on behalf of the delegation, the MCI representative expressed appreciation to the Government of the Republic of Korea and KIPO for their continued support in strengthening Timor-Lesteโs IP capacity.
โThis training comes at a pivotal time as Timor-Leste moves toward establishing its national IP office, which will play a critical role in promoting innovation, protecting creative industries, and facilitating economic growth,โ the delegate stated.
The participation in this training aligns with Timor-Lesteโs national priorities on economic diversification, digital transformation, and integration into regional and global trade systems. Establishing a fully functional Industrial Property office will also enhance the countryโs compliance with international IP treaties and standards, thereby fostering investor confidence and regional cooperation.
The Government of Timor-Leste, through the Ministry of Commerce and Industry, reaffirms its commitment to advancing industrial property as a key pillar of sustainable development and is grateful for the ongoing technical cooperation with the Republic of Korea.
