Liquiçá, 22 June 2026 – The National Parliament today commenced the specialty-stage discussion of the Draft Law (PPL) on the Industrial Property Code, marking another important milestone in Timor-Leste’s efforts to establish a modern and comprehensive industrial property system aligned with international standards and best practices.

The discussion session was chaired by the Vice-President and Acting President of Commission D, Deputy Manuel Noronha, and was attended by Members of Parliament from Commission D, who actively participated in the deliberations.

During the discussion, Members of Parliament presented observations, comments, and proposed amendments to several provisions of the Draft Law to ensure that the legal framework effectively responds to the realities, priorities, and development needs of Timor-Leste.

Representing the Government, the Ministry of Commerce and Industry welcomed the constructive contributions made by Members of Parliament and reaffirmed that all relevant observations, comments, and recommendations presented during the discussion would be carefully considered. The Ministry emphasized that these inputs will serve as important references in the preparation of implementing regulations necessary for the future operationalization of the Industrial Property code.

PPL The Draft Law on the Industrial Property code constitutes a fundamental legal instrument for the protection of trademarks, patents, industrial designs, geographical indications, trade secrets, and other industrial property rights. Furthermore, it represents a significant contribution toward promoting innovation, increasing economic value creation, and fostering a more attractive and secure investment environment in Timor-Leste.

Throughout this legislative process, the Ministry of Commerce and Industry continues to benefit from substantial technical assistance provided by the International Trade Centre (ITC) through the project “Support to Regional Integration and Trade for Timor-Leste.” This support includes the preparation of technical documents, legal analysis, and specialized advisory services to strengthen the legislative drafting process.

The specialty-stage discussion will continue in accordance with the National Parliament’s legislative calendar. Based on the current schedule, deliberations are expected to continue over the next three weeks, with the objective of conducting a detailed examination of the provisions contained in the Draft Law and assessing the amendment proposals submitted by Members of Parliament during the discussions.

The Government remains hopeful that, through constructive dialogue and close collaboration between Parliament and the Government, the PPL will emerge as a robust and effective legal instrument capable of supporting innovation, facilitating trade, and promoting sustainable economic development in Timor-Leste.
